Town of Auburn initiates reopening plans

As you know, the Commonwealth of Massachusetts entered Phase 4, Step 1 of the State’s Reopening Plan yesterday, March 22nd. In addition to slowly reopening certain businesses and activities, schools will be returning to in-person learning in April. While many restrictions and Orders remain in place (over 60 Governor’s Orders as of today in addition to scores of Orders and Advisories issued by the Mass Department of Public Health and other state agencies) some have been amended or replaced with Advisories (recommended action versus mandated). The Town is still required to adhere to these Orders, regulations and protocols with regard to its workplaces and public areas and events. Given that the State is transitioning into Phase 4, Step 1, we have developed a plan re-open Town Hall and the Library to the public in a phased-in approach to ensure the safety of our visitors and employees. By doing this in phases, we will be able to meet the State and CDC requirements and protocols while providing specific hours during which the public can enter our buildings. While Town Hall has been open to the public by appointment only since last July, we have been preparing our facilities and protocols for the time when we are able to reopen the building to the public at reduced hours to start, ramping up as State Orders, regulations and public health data dictate.

Town Hall and the Auburn Public Library will re-open to the public for partial hours beginning Monday, April 5th to coincide with the schools reopening. These hours will be in effect from Monday, April 5th to Friday, April 30th. Public hours will be staggered between Town Hall and the Library so that when one facility is open, the other is closed and vice versa to enable our custodian to adhere to cleaning protocols in both buildings. The schedule for public hours for Town Hall and the Library can be found on our website, social media sites, and ACTV. During those posted hours, Town Hall will be open for walk-in visitors while the Library will be open by appointment only. Library appointments can be made on-line at the Library’s website at or by calling the Library at (508) 832-7790. The Drive-Through Kiosk at Town Hall will remain open during this period and the Outside Service
Window at the Treasurer/Collector’s Office will remain open only for those hours that Town Hall is closed, as we do not have the staff capacity to cover both the inside and outside service areas simultaneously. The Library will continue to provide Curbside Drop- off and Pick-up service during this period. Our employees continue to work regular office hours and are available by phone or via email; on-line services are also available.

Visitors to both Town Hall and the Library must wear face coverings/masks at all times while in the building unless prohibited from doing so by a medical condition; maintain 6 feet of social distancing from other visitors and employees while inside the facility; and sign-in on the visitor’s sheet with the time and date of their visit, the office or employee they are visiting, name, address and phone number for contact tracing purposes.

We will re-evaluate the re-opening operations at the end of April to determine whether to continue these public hours at both the Town Hall and Library after April 30th. This will include an evaluation of operations, cleaning standards, public health data, and State Orders and requirements in place at that time.

The Senior Center will remain closed to the public until public health officials deem it is safe to re-open for programs and events. All indoor and outdoor events must still adhere to capacity limits under the State’s Gatherings Order but capacity is dictated by the 6 foot social distancing requirement, so we can have far fewer people in public spaces such as at the senior center, Town Hall meeting rooms and the library. The Senior Center will continue to be used to provide Meals on Wheels, outreach activities and vaccination clinics whenever the Board of health is provided with vaccine to administer (at this time second dose clinics only). We are planning outdoor programs at the Senior Center for late spring/summer when the weather is conducive to outdoor activities.

Given the outdoor gatherings limit of 150 as of yesterday, and given the requirement that all attendees to public events socially distance by 6 feet and wear face coverings, we will not be holding our Summer Concert Series. Our weekly concerts draw over 300 people on average, and with the social distancing requirements and gatherings limits, we would be able to have far fewer than 150 attend. Unfortunately, we will not be able to hold the Annual Independence Day event as that event draws up to 10,000 attendees.

We will be holding our Farmer’s Market as we did last summer during Covid as we are able to meet the occupancy and social distancing requirements with the layout we put into place.
